refactor: make map accept different metrics

Currently, the Map component only shows reliability data. We should refactor the Map and legend (part of the Filter component) so they can easily accept different metrics (e.g., percent of scheduled service delivered, count of average trips). On the InteractiveMap page, we should add buttons above the map to quickly switch between different metrics.
