Add backtrack cli bootstrap package.

For example:

npx @backtrack/cli --preset @backtrack/preset-node --mode module --syntax typescript MY-NEW-PROJECT

Would create a new npm project inside MY-NEW-PROJECT directory named MY-NEW-PROJECT, npm install, and initialize backtrack.
