Unfortunately, Apple broke file uploads in Safari on iOS 8.0, and I haven't received a clear timeline on when it will be fixed. I'll keep you posted!

If you'd like it fixed faster, I recommend reporting the bug on Apple's feedback form for the iPhone. Say something to the effect of this:
