For example, #47 received some updates which could go unnoticed. Maybe issues should reopen when new resolutions are made?

Would you prefer to reopen the issue for more triage, or add a comment to the bug if there is already a crbug filed? I was leaning towards the latter, but I think former is fine too

I would expect a new CSSWG resolution to open a new issue here (not crbug). Once here the issue follows the normal flow and can either be closed immediately or result in a new crbug. The crbug assignee can then still choose to merge if they want.
