Sudan is missing 2012 data for rankings

Do you know what the values should be? Or should it be empty? In which case I can put in empty values. It's breaking code right now.

Temporarily added in raw field to DB till this issue gets resolved:

update new_observatory_cy set eci_rank=999 where year=2012 and country_id =187;
