Add checks for ressources and Licenses on CML #85

When user is running Setup task or deploy task we should check if CML Have enough ressources (CPU/Memory) and if there if enough licenses.

"The tool requires a minimum of 9 nodes to deploy the topology; therefore, it is not supported on CML-Free."
