Tilt and Spin platforms

These have a green center ball and 3 red balls extending on each side.

They are all four-byte sprites in bank 0.

0x90	tilts back and forth depending on how Mario walks on it
0x91	rotates clockwise continually
0x92	rotates clockwise with pauses
0x93	rotates counter-clockwise with pauses
0xfb	rotates counter-clockwise continually
