This issue has already been discussed before and a workaround exists (fixing the permissions from the Administration section), but it's broken by default for new installations of Claroline
Steps:
Install Claroline from scratch
Log in with an admin user
Create a new user
Log in with that new user
Expected: the new user should see their workspaces in the Desktop tool (they should have access permissions to it by default on new Claroline installations, unless there's a reason not to do it)
Actual: the new user does not see their workspaces, but sees the following message:
"Access to the tool not possible - You do not have access to this tool. Please contact an administrator to give you the necessary rights."
Currently, the known workaround is to go to Administration -> Community -> Roles, select the User role, expand the "Desktop tools" panel and check the Workspaces' Open checkbox
The user needs to log out and log in again in order to use their new rights (F5 is not enough), which is reported in #1740
