Need a staging jenkins

We can easily setup containerized jenkins and test the templates within few minutes using the instructions at https://github.com/openshift-scale/scale-ci-pipeline/blob/master/README.md#test-setupmigrating-scale-ci-jobs-to-any-jenkins but it may take sometime to setup slaves in case we want to build any job.

We need a 1 node staging jenkins instance with the slave setup to build instead of just testing the template creation before creating a PR and updating the production instance.

We can use http://marquez.perf.lab.eng.rdu2.redhat.com:8080 as it's a containerized jenkins, or if needed I can spin up another one and host/maintain it for you. Let's try to discuss this on the next team meeting.
