In order to pass our space egress tests, we want to fix the tests to be able to deploy the test api endpoint.

Acceptance Criteria

GIVEN our tests deploy and pass

Implementation sketch

See the test app deployment
Troubleshoot our egress test deployment
Fix the app deployment to properly restage the api app
