deprecate the azure compute provider in cloudmesh-cloud and use the one in cloudmesh-azure

The way we do this is to make sure it is moved in cloudmesh-cloud into the deprecated folde. Than we use the one from cloudmesh-azure where all new changes should be made.

We need to make sure that this azure provider is loaded dynamically in vm and elsewhere.
The documentation has to be uspdated and we need to check if cloudmesh-installer and an option to install azure. I may already have added that in december partially.
The cloudmesh-manual has to be updated.
Create an assignmnet for students so they can check if this works. e.g. manualm usage of the azure provider
