Ruby versions are too old

The versions of Ruby maintained by apt and yum are too old to support the required gems. We can no longer use Ruby as provided by the package manager and should look for a suitable replacement.

The solution should allow us to install the most current stable build or a specific build. We should avoid a solution that requires building from source unless it is necessary.
