Initialize basisproject with configparser

As discussed in Issue #300:

1. Right now basisproject is initialized through CMake substitution. It should be fairly easy to update it to be intialized using the python configparser so that it does not need to be modified to be a complete and legitimate python file.

2. The default template should also be selectable from the basisproject command line.
