Aparentemente há uma tag no OSM que marca a data de instalação das infraestruturas: https://wiki.openstreetmap.org/wiki/Key:start_date

Resta saber se isso é utilizado no Brasil, e se conseguimos usar isso pra mostrar, por exemplo, um gráfico de evolução do total de infra de uma cidade ao longo dos anos
