Description of the bug

As far as I know, the crit whispers added in #3282 cannot be heard by ghosts.
Even enabling "Toggle Ghost Ears" (lets you hear all chatter across the server) does not let you hear the crit whispers

What's the difference with what should have happened?

Ghosts should be able to hear crit whispers.

How do we reproduce this bug?

1. Orbit someone in critical
2. Try to listen for crit whispers (you can tell they are whispering by the chat bubble above their head)
3. You cannot hear the crit whispers, even if in close range to them
   ...
