Description of the bug

One of the intel objectives is to crack a safe in A-Block - Executive Suite, yet as anyone can see there is in fact no such safe. IOs cry because they can not get 100% intel.

What's the difference with what should have happened?

There should be a safe in A-Block - Executive Suite.

How do we reproduce this bug?

1. Be IO/Marine/On the colony
2. Go to A-Block - Executive Suite with objective to open safe
3. Find no safe.
4. Cry.
