Description of the bug

The starter kit for a CMB Marshall includes, amongst many things, a Breaching charge. However, when trying to plan them, they receive a message stating 'You don't know how to use the breaching charge' as if they lacked the skill to do so.

What's the difference with what should have happened?

The breaching charge should be planted as normal.

How do we reproduce this bug?

  1. Spawn a CMB Marshall ERT to investigate Requisitions.
  2. Open your backpack.
  3. Find the breaching charge.
  4. Equip it.
  5. Find any wall or door.
  6. Plant it.
  7. Fail to plant it.
    ...

Replaces the normal breaching charge of the CMB Deputy with a rubber CMB
breaching charge, able to be used by a police skill and not engineer

# Explain why it's good for the game

Closes #6100
