You can use in indefintetly, while it's ammo count goes to negative. In my case it went from 1 to -8 to -10.
What's the difference with what should have happened?
it should not go below 0.
How do we reproduce this bug?
Get an Incinerator tank with 1 napalm fuel left (i don't know if ammo count... counts)
Refuel underbarrel falmer on M41A MK2 riffle (reflex sight+folding stock, if that matters)
Repear as many times as you like with the same incinerator canister.

Note: The miniflamer only checks current_rounds of the tank while also taking fuel reagent from reagent holder in the tank without checking its volume, looks like the ammo count doesnt really matter.
