Description of the bug

the cost of the relate is just the price/level of the first property you select , even if you're not intending to use that one.

What's the difference with what should have happened?

it should be based on 1* the relate cost of the property you are trying to relate in

How do we reproduce this bug?

for ciphering, it should be 5/level to relate in (usually just 5, since you only relate in CIP1)

1. get a chemical with a lvl 1 prop and royal plasma
2. when relating, select CIP first then the level 1, cost will be 10 (correct) select the BCD in royal plasma, cost will be 40 (should be 4)
3. eject both papers, select the property you want to replace first, AOL1 or CRS1 or whatever the target paper has, then select ciphering. relate cost for CIP will be 1 or 2 (instead of 10)

(this is why the HST egg plasma relate was so obscenely cheap also)
