Description of the bug

#8485 tried changing PO tactical flight suit toggle but since it was the only state, it was mounted on the sleeves toggle which is required for the other toggles so now it is broken.

What's the difference with what should have happened?

Maybe code should be changed so it doesn't require sleeve toggle. Maybe PR should have been tested.

How do we reproduce this bug?

Try toggling tactical flightsuit states.

Nah, i simply messed up and forgot a prefix for the icon.
Sleve toggle is not required for others to work.
