Indicate whether the data includes personal identifiable information

Not all internal data contains personal identifiable information (reported as a comment in the metadata implementation working group khub site). It is helpful to have an indication of this in the metadata.

Such an indicator would be helpful in the data share request process being developed by the data marketplace.
