Submissions are failing with error elapsedTime: 3.00 exitCode: 1 ingestionExitCode: 0

Whenver I am trying to submit the file I get one warning msg and stdout says " elapsedTime: 3.00 exitCode: 1 ingestionExitCode: 0"
Please help me understand if this the platform issue or organizers issue
