Pull English verbage out into an English file to be translated #172

This ticket blocks #171.

As a start, pull the current about text out into a constant object. Follow the model of our power of attorney app: https://github.com/code-for-nashville/power-of-attorney/tree/master/src/strings with a strings folder for all verbiage. Then, we can translate those strings in separate files per language. The other big task will be to create a button to switch languages.
