Mandatory fields

Discuss and probably change which fields are mandatory to submit a public-code.
For example, "Release Date" is probably not critical, not important or not known for many CfA projects.

@LorenHeyns, what do you mean? I don't agree. Please, let me know if there is some mandatory field that is really annoying.
I make a few that were mandatory in the original codebase, non mandatory. If we don't have any mandatory field publiccode.yaml will be useless.

I would suggest displaying the word "Incomplete" if all the desired fields are not entered, but still save the changes.
It's helpful to save a form multiple times while editing and gathering info.
