Mouseover highlighting issues with latest release of Chrome for Mac

Here's an example:

Chrome version: 37.0.2062.120
Mac OSX version: 10.9.4
All extensions are disabled.

This doesn't happen on my versions of Safari or Firefox. This also doesn't happen on Chrome for Chromebook, or on an older version of Chrome on another Mac that I have. But when I updated Chrome on that other Mac, the issue was reproduced (it runs OSX 10.7.5). So it probably has something to do with Chrome's latest stable release (or one that came out in the past couple months). Not sure if this was triggered by the recent bunch of commits, or if any version of CTH would have had the same issue. It occurs in both the Europe country quiz and the USA state quiz, so presumably it happens on all other quizzes, too.

This also happens in Chrome 83 on Linux for at least Europe and North America. Hovering over any of the countries gave a hover text with the country name on it. Kind of ruins the quiz.

The design goals were:
· if you’re moving really fast, the tooltip should not appear – this helps people who already know the neighbourhoods and want to perfect their time
· if you’re slowing down, the tooltips start appearing – this is for all the people who want to learn while playing (we got feedback that otherwise the game is too difficult and zero fun)

It's been six years so I can't remember, but to be clear I think my original issue was about the glitchy highlighting artifacts you see in my screenshot, not that mouseover reveals the answer. No idea if it still happens.

Ah, sorry I misunderstood what this issue was about. I could file a different bug for the timing?

Can I suggest making the tooltips a little slower to show up? It felt like cheating when I would mouse to a country that I was pretty sure was Moldova but before I clicked it would say "Slovakia" (for example).

After a few seconds of playing, mouseovers start appearing immediately. Mac, Mojave, Chrome 85.0.4183.121.
