Cron job to send out notification for user #11

This code will scan the "notification_table" as well as the database to determine whether a number needs to be notified for court appearance.

This will use:

cron - to run the job on 7am PST everyday
python - the script the cron job runs
mysql driver - to retrieve and query the number / case number that needs to be notified
twilio client.
