Upgrade wercker build to use docker version

Right now, the wercker build is really very broken. #162 was an attempt at fixing it, but it's blocked because this is still using the version 1 Wercker stack, not the new dockerised one, so fixing the go module issues isn't doable. Can you swap it over please?
