Move comptoirDuLibreSoftware row from compiled_software to a new row on software_external_datas after #161.

In /sill/api/src/core/adapters/comptoirDuLibreApi.ts using https://comptoir-du-libre.org/public/export/comptoir-du-libre_export_v1.json
