Add restrictions on presigned URLs

The user should be able to set the following restrictions while creating a presigned link

• max_file_size
• mime_type

During upload via the presigned link, these restrictions should be respected.

Tech implemention

The presigned link collection should have the following restrictions property

restrictions: {
 maxFileSize?: string
 mimeType?: string
}

The service should throw 400 Bad request if the restrictions are set but are not followed while the upload.
