Steps to Reproduce

1. Open code-server on iPadOS
2. Open a file
3. Start typing in ㄱ ㅏ

Expected

가 should be typed in

ㄱ가 is typed in

Yes, this is also broken in GitHub Codespaces

Originally reported in #1314
And it was fixed in upstream with microsoft/vscode#138095

The issue only occurs in code-server and github codespace. It works as expected in https://vscode.dev on iPadOS
