Reduce Notification Noise for Prebuild Failures

Currently, we send notifications to all template admins for every failed and hard-limited preset. This can generate excessive noise—especially when someone is debugging a template and creates multiple broken versions in quick succession.

💡 Initial Suggestions:

• Throttle notifications to template admins: send no more than one notification per 24 hours.
• Do not throttle notifications to the template author: they should be notified of every failure to aid debugging.
