Detect when workspace is off and using --disable-autostart #421

When this happens we can display "the workspace is off" and ideally a button to turn it on, although I am not sure we can add buttons to an existing dialog window so maybe we will just have to error and say to turn it on then try again.

At worst we could just pop up a second action dialog. That would make it work during the reconnect flow, too, since we should do it there as well not just in the initial connection.
