Render filtering and sorting controls in a viewlet in the above-portal-content manager. This can then be positioned via css or Diazo to wherever the site owner wishes.

Filtering is implemented at the moment in the layout template directly. This needs to be moved to a viewlet and registered for the manager below the title but above the content.
