Add ability for user to upload csv for custom targets #9

I think very soon we will need to be able to segment calls by zipcode for custom targets.

If we could add the option to upload a csv that is similar to this:

https://github.com/colorofchange/call-power/blob/master/call_server/political_data/data/us_governors.csv

...we could extend users ability to target other offices (Secretary of State, District Attorneys, etc.) by zipcode.
