trigger_func generates numbers too big for conviction voting to ever reach #3

trigger_func() makes conviction thresholds so high that even after 140 days, with each participant investing a minimum of 1000DAI and with standard deviation of 1000 DAI, the proposals only reach 0.0003 conviction percentage.
