Add SAML Authorization Operations File

Is your feature request related to a problem? Please describe.

The Concourse Docs lay out that SAML Auth is a valid configuration for the Concourse Web node, however, no ops file exists to add it.

Describe the solution you'd like

Add the Operations File matching similar generic auth files to include the properties called out in the docs and codebase.

Describe alternatives you've considered

Manually adding the properties to the manifest without the ops file
