palette should not change the colors of tracts that have already been selected #41

set up palette to correspond with the order in which the tracts were selected

Consider setting a limit on the number of tracts the user can select. So the ggplot palette is always a static length

This could be because of setting GEOID as a factor with graph_single_year/graph_multiple_year. could be unrelated to tract count

after removing fct_reorder on GEOID, the color palette is much more stable across graphs. still an issue when you add a tract to selected$groups
