Consider if Topology is needed for snapshots API

PR #188 adds topology to CSI CreateVolume calls along with a few other calls.

It did not add topology to Snapshot related calls.

This issue is to track if we want to add topology to the snapshots API, if not, we should be explicit in the API before it goes to 1.0.
