Test for Wayland Rules

QM repo should propose test checking wayland compositor is working.
No blocked by selinux

@Yarboa yeah I was working on it :)

It is focusing on the environment and not in OSBuild and their stages, so I omit the manifest completely. But hopefully should be clear enough to translate.
