Description

Umwandlung der Umlaute im Alias funktioniert bei Sprachen de-DE oder de-AT nicht. Bei Sprache de geht es.

It looks like it is a bug in the slug-generator library

This probably is an issue in the ICU library (Intl) itself: https://unicode-org.atlassian.net/browse/ICU-21324

But we should keep this issue open IMO to keep track of what the ICU developers think about it.

This is a temporary fix for #2413 as discussed with @ausi 

Until this issue is fixed directly in ICU or until the fallback chain is implemented in `ausi/slug-generator` there is likely no benefit in passing the full locale to the generator.
