The action lacks the ability to set a custom port for the ssh connection

Check https://github.com/Burnett01/rsync-deployments where you can use remote_port to set a custom port and other switches.

After trying several similar action, the one that we ended up using is https://github.com/AEnterprise/rsync-deploy . If you have time, maybe you could take a look at their solution to managing the remote port. 😉
