Action is triggered instead of opening the action menu #1230

If used with the keyboard controls, the ActionMenu's action is triggered instead of opening the action menu.

Repro:

Navigate to the action menu button with Tab
Click Enter to open the menu
Select any item in the action menu and click Enter
Observe the Confirm notification that the item was triggered
CLick the button inside the Confirm and observe the ActionMenu closes
Whilst focus stays on action menu button, click Enter
Observe the issue:

Current:
First the Confirm notification that the item was triggered opens, after the confirm is closed - the action menu opens

Expected:
The invisible action of the action menu should not trigger, only the action menu should open
