Permit issues for resource contacts

When creating new issues for a Resource, one can choose contacts from the associated organizations but not a contact for that resource.

If you go to create a new Issue for this resource, the list of contacts available to choose from is drawn only from the Organizations linked to this resource. We think it sensible that one be able to select a contact associated with a resource only.

I apologize if this has already been reported.
