Add buttons in Resource Admin not working

When creating a user group - once you add the first user, the active "add" button seems to move to the first name you added. the "add" button at the top - where you enter new user names - doesn't seem to work after the first name is added.

A similar error happens when creating a workflow. To add the first step, the add button worked fine, but when I went to add the second step, the add button no longer works. The "red x" remove button doesn't seem to work either.

From a quick poke at it, it might be an event listener not being set or updated properly?

I can replicate the reported problems on v2024.04.
