Add option to autoconfigure cc-rs, pkgconfig etc. #558

When cross-compiling cc-rs and friends usually need to be configured via environment variables with e.g.

compiler
sysroot
other compiler tools (ar, readelf, objcopy)

Corrosion / Cmake can setup alot of that automatically - so we should add an option to do that.
