docs: Version compatibility table #470

Overview

We are getting more complains about version compatibility mismatch from various interlinked dependencies:

Helm chart version
- we have 2 versions now
starship-action versions
starship-cli versions
starship go cli version (should be depricated)

Proposal

Create a table with compatibility systems that work with each other
Maintain a proper changelog and version parity
Keep this in the readme itself

There are 3 versions in Starship.

Starship helm chart: this is the version we mention for the helm chart to use: currently 0.2.6
Starship cli version: this is the version of the js client we have. This is currently at: 2.9.0. We also have some other js packages and there versions as well.
Starship action version: this is the version for starship action. Currently at: 0.5.5
