ADR-036: Refine ADR and implement

Summary

There was an adr written around arbitrary message passing. there was an early implementation that got abandoned (#7896) which was mentioned to fit the entire needs. The PR has sat around for a while without being completed.

Adr-036 has not been implemented yet

Proposal

Implement adr-036
