@alexanderbez I was looking how I may be useful to implement something that was lacking behind, and found out that the following points can change status:

• Live Chain Upgrades: Add upgrade module #4233 has been merged -> 💙
• Fee Delegation Add FeeAccount to StdTx and add fee-delegation module #4616 has been replaced by Enable Fee Delegation #5207
• Ensure all empty REST responses return [] instead of null: Ensure all the empty arrays return an empty slice #5248 has been merged -> 💙

I've removed some items from the list in order to get this release out in a timely manner and so we can properly plan for the upcoming roadmap.
