make channels optional for command rly q unrelayed-packets path

It would be nice if you did not have to specify a channel for this command, especially if you have already defined channels in the config.yaml allow list. If none are defined in an allow list, i think it would be cool if it looked up the channels for the client on the chain-registry and reported info about all known channels when left blank
