Broken Feature: Sending a text message with a verification code

I was modifying my security settings to "Allow use of end-to-end encryption". This feature required a SMS verification flow that was blocked. As the popup appeared, I entered my phone number and verified I'm not a robot then clicked Submit. At that time I saw a "401: Not Authorized" error message.

I cannot provide the debug console output since it only asked to verify the one time and assumes I'm verified afterward. Here is the network request
